# Program Cost, Timeline, and Staffing

## 1. Purpose

This document provides an **order-of-magnitude estimate** for implementing the Heirs H2H Integration Platform as defined in the architecture documentation set (43 documents). It covers:

* Calendar timeline by phase
* Recommended vendor and bank-side workforce
* Build, infrastructure, and run-cost ranges (USD)
* Cash-flow view by milestone
* Factors that increase or decrease cost

**Status:** Planning estimate — not a fixed-price quote. Actual cost depends on delivery model, Finacle access, cloud vs on-prem, and country rollout pace.

## 11. Practical Recommendation

For a **20+ market bank group** with sensible risk management:

1. **Approve Phases 1–2 first** — budget **$1.2M – $1.6M**, **8–10 months**, team of **7–8 FTE**.
2. **Prove one pilot partner** in one country before scaling to Phases 3–5.
3. **Ramp to 10–11 FTE** only after Finacle sandbox STP and security gate pass.
4. **Plan \~$4.0M / 24 months** for the full documented platform (2 countries live, framework for 5+).
5. **Budget $80K – $200K / 4–6 weeks** per additional country after Phase 5.

## 12. Assumptions and Exclusions

### 12.1 Assumptions

* Architecture documentation (43 docs) is accepted as build specification.
* Bank provides Finacle sandbox and test accounts within Phase 1.
* Kubernetes cluster and Vault are provisioned by bank DevOps or vendor DevOps jointly.
* Keycloak or bank IAM integrates with existing identity standards.
* One pilot corporate partner available for Phase 2 UAT.

### 12.2 Exclusions

* Finacle core banking license and Finacle infrastructure
* Partner-side ERP / integration development
* Data migration from legacy H2H file drops
* Ongoing L3 support beyond hypercare (priced separately)
* Regulatory filing fees per country
* Physical HSM hardware (if required beyond Vault)
